Empire State College Employees Can Donate Vacation Time
The Governor's Office of Employee Relations has issued guidelines for the expanded leave donation program due to Hurricane Sandy. It provides for the donation of vacation credits to impacted employees for qualifying absences. This program will expire on close of business Feb. 5, 2013.
Rules of the current leave donation programs for all bargaining units apply with exceptions noted below.
The program is available to eligible employees in all bargaining units with leave donation programs. Donations may be made to employees in the same bargaining unit or in other bargaining units. Donations may be made to employees in the same or different state agency. This program is not subject to contractual grievance procedures.
Potential donors may not charge accruals until they are notified by The Office of Human Resources to deduct accruals from their attendance record. Potential donors must complete the leave donation form attached below in its entirety and submit to my attention.
Eligibility Criteria - Donors
In order to donate vacation credits Leave Donation Form ( 16kB) an employee
- must have a minimum vacation balance of at least 10 days after making the donation
- must have their attendance records up to date.
Vacation credits that would otherwise be forfeited may not be donated.
Eligibility Criteria - Recipients
In order to receive donated leave credits, an employee must: have exhausted all personal and vacation leave accruals.
- Use of Donated Credits - Qualifying Absences
Qualifying absences are those necessary to make essential arrangements for a habitable primary residence and can include the following:
- securing and/or moving to a new primary residence
- arranging and/or scheduling critical repairs (limited to major structural repairs necessary to reoccupy the residence) to the affected primary residence
- being available at the affected primary residence to facilitate scheduled restoration of utility services
Employees must furnish proof of qualifying absence or absences acceptable to the appointing authority.

In the aftermath of Super Storm Sandy, SUNY has partnered with the American Red Cross to aid disaster victims along the Atlantic Coast. Giving charitably, donating blood and volunteering your time are the three best ways to help disaster victims.
The ASPCA (American Society for the Prevention of Cruelty to Animals) opened a 20,000 square-foot emergency boarding facility at 1508 Herkimer St., Brooklyn on Saturday, Nov. 17. The facility will remain open for 30 days. Donations accepted.

For New York state employees wishing to make a contribution through the State Employees Federated Appeal, the charities listed are providing relief and recovery in the aftermath of Hurricane Sandy.
The Hurricane Sandy Relief Effort is accepting donations (money, new toys and new clothing) for children and their families on Long Island. One hundred percent of all donations will be used to help the children and their families this holiday. New toy and new clothing drives are needed.
The Hurricane Sandy Relief Fund (718-987-1931) is accepting donations (money and specific items). Volunteers are needed to help in Staten Island, Brooklyn and Long Beach. The donation form along with a personal check payable to the T2T Hurricane Sandy Relief Fund should be mailed to:

Donations can be directed to the general relief fund or to residents of Staten Island, New York City, New Jersey Shore or Long Island.
