New York's state university system released a sexual-assault policy Tuesday that will apply to all 64 of its campuses as colleges across the country face scrutiny over their response procedures.
The new State University of New York policy includes a "Bill of Rights" for victims and an 11-sentence definition of "affirmative consent," which requires "clear, unambiguous, knowing, informed, and voluntary agreement" among participants in sexual activity.
